Hilutungan Island: sea turtle capital of Mactan

The most reliably exciting stop on the Mactan island hopping route. Hilutungan Island is a protected marine sanctuary where free-swimming sea turtles — primarily green and hawksbill species — are encountered year-round in the shallows. The reef is healthy, the water is clear, and turtles are spotted on the vast majority of visits.

Unlike some destinations where you chase turtles from distance, the Hilutungan turtles are accustomed to respectful snorkelers and often pass within metres. No touching, no chasing — guides ensure wildlife interaction rules are followed.

Nalusuan Island

A small island with a marine fish sanctuary surrounding it — the underwater world here looks like a living aquarium. Schools of tropical fish of every colour crowd around the coral; nurse sharks occasionally rest on the sandy bottom. The island itself has a small beach area and basic facilities for a rest stop.

Caohagan or Olango Island (route add-on)

Caohagan Island is a tiny traditional fishing village island accessible only by boat — no cars, no development. Walking through it gives a glimpse of coastal Filipino life that most tourists in Mactan never see. Olango Island has a bird sanctuary (migratory birds, November to April) and additional snorkeling spots.

Which islands should we visit?

A well-paced private day covers three stops. The recommended classic route:

  1. Hilutungan Marine Sanctuary — 60 minutes snorkeling (sea turtles, coral)
  2. Nalusuan Island — 45 minutes (fish sanctuary, beach rest, lunch)
  3. Caohagan Island — 30 minutes walk through the village, optional snorkeling

For a longer day, add Olango bird sanctuary or extend time at Hilutungan for a second snorkel. For families with young children, the route is adapted to slower pacing with more beach rest time.

Can non-swimmers join?

Yes. Life jackets are provided and guests who prefer not to snorkel can stay on the boat or sit in the shallows at each stop. The boat is stable enough for nervous passengers. Snorkeling at Hilutungan is in 2–4 metres of water — life jacket buoyancy makes this accessible to non-swimmers who want to see the turtles.

Best time for island hopping

Year-round is possible, but November to May offers the calmest seas and best visibility. June to October (wet season) sees more choppy conditions — boats still operate but may skip exposed routes on rough days. Morning departures (7–8 AM) give the best light for underwater photography and beat afternoon chop.

Are sea turtle sightings guaranteed at Hilutungan?

No encounter with wild animals can be guaranteed, but the resident turtle population at Hilutungan is large and encounters occur on the overwhelming majority of visits — our guides estimate 9 out of 10 snorkel sessions yield turtle sightings. The turtles are not fed or baited — they are free-ranging residents of the protected sanctuary.

Is reef-safe sunscreen required?

Yes. Chemical sunscreen (oxybenzone, octinoxate) is banned in all Cebu marine sanctuaries as it damages coral reefs. Only mineral-based biodegradable sunscreen is permitted in the water. If you don't have reef-safe sunscreen, wear a rash guard and UV shirt instead — this is often more practical for a full day on the water.

Is the boat safe for children and elderly guests?

Yes. The traditional bangka outrigger boat is extremely stable in calm to moderate seas. Life jackets are sized for children and adults. Elderly guests who prefer not to enter the water can observe from the boat comfortably. Let us know your group's needs when booking so we can confirm the most suitable vessel size.

Does the private boat price include lunch?

How far is the departure point from Cebu City hotels?

The boat departs from Mactan Island — about 30 to 45 minutes from Cebu City hotels (via the Mandaue-Mactan bridge). If your hotel is already on Mactan (Lapu-Lapu City or near Mactan Airport), you're even closer. Your private van pickup includes the transfer from your hotel to the boat departure point.
